Preliminary Scope of Services
The "Preliminary Scope of Services" is not intended to describe in detail all of the work or services that will be required. It is intended to provide sufficient information to designers so that they can determine if the project is of interest to them or is a size that they can handle at the current time.
This document should describe in general terms the location of the project, type of project to be constructed (building function, utility line, or other infrastructure project), the type of project that is planned (new construction, renovation, or maintenance), and the total project budget that is anticipated. The preliminary scope of services should also provide information on when the client would like to begin construction and when the completed project should be available to the client for use.
This information will enable a designer to determine if the designer wants to be considered for the project.

Final "Scope of Services"
As a part of the negotiations of the contract for the design services after the designer has been selected, the client and the designer will negotiate a final "Scope of Services" for the project. Preparing the final scope of services requires a good understanding of the project design requirements, the codes and standards applicable to the project, the approvals that are required by governmental agencies, and the extent the designer must be involved with the obtaining of necessary approvals or permits. It is also necessary to estimate the amount of consultation with the client that will be necessary to complete the work covered by the design agreement.
These is the reasons the final "Scope of Services" should be developed in cooperation with the designer that will be providing the design services. The determination of the appropriate scope of services for each project is very important as problems may occur if insufficient service is required and there is unnecessary expense if more services are required than needed.
